The Ministry of Education and Training (MOET) estimates the budget for education and training at VND76,200bil ($4,762mil) for 2008, an increase of 14.1% over the actual spending in 2007.
This is the figure estimated by MOET written down in the report on budgeting for education in 2007 submitted to the National Assembly’s Committee for Culture, Education, Youth, and Children.
The ministry has demanded the spending structure of 80%-20% on regular (salary, insurance) expenses and non-salary expenses.
Localities which have good financial capability are encouraged to carry out the 70%-30% structure.
According to MOET, while school fees cannot be raised, and the budget is limited, the average spending on every student remains very low. For example, the budgeted sum for a postgraduate student is VND2.4mil ($150) per year, while the figure is VND1.98mil ($123.75) per year for every undergraduate student.
The spending is low, but the spending structure is not suitable, thus badly affecting education quality. Currently, the spending on human resources (salary) accounts for 45% of total expenses, while the spending on professional development and management 35%, and on purchase deals to upgrade material facilities 12%.
Also according to MOET’s report, in 2007, the budget for education and training was set at VND66,770bil ($4,173mil) (20% of total state budget’s spending), an increase of 20.7% compared to 2006.
MOT said that the increased regular spending for education and training remains not enough to meet the demand. The spending on salary and allowance still amounts to 85-90% of total spending, while the spending on teaching, learning, upgrading material facilities and administrative management just accounts for 10-15% (the set ratio is 20%).
MOET has asked the government to promulgate documents and set up a mechanism on school fees and mobilising non-state financial sources for education and training.
